OS 10.3 - iBook: not access cd/dvd-rom media installer

stop in charge only show de apple image.
i push c key, to access cd-rom media installer, but doesn't do anything


anybody known how this situation be resolve?

For install I use Mac OS X Panther cd-rom num.1 & Tiger dvd-rom installer

Ok & I prove in "Start up in Single-User or Verbose Mode" & "Starting up in Safe Mode"
