OS 10.4 - Trash problem: Can't see deleted files in Trash

Summary:
Whenever I delete something, it doesn't show up in trash in finder. Whenever I empty trash, the trash icon in the dock still shows as "full"

Details:
I started off with a clean install of Tiger few days back, and haven't messed with anything at all on it. But I'm facing a little inconvenience.

Whenever I empty the trash, there is a sound that trash is emptied (like crushing a piece of paper), but the trash can in the dock still looks filled. This is happening for the last few days only.

Since I wasn't sure if my trash was emptied completely, I clicked on the trash icon in the dock, and there was nothing there. I deleted some files from desktop, but the trash folder in finder still seemed empty.

I have tried secure emptying trash, and repairing permissions on the disk - both did not work.

Please help. Thanks.
