OS 10.4 - Help Please!

I just bought Tiger & an external DVD reader, since I didn't have an iterenal one, so I am excited to install it! That is where the problem begins, it continues to ask me to restart my computer, so I do, but the same restart window pops up from the program... What can be the issue, please help because I want to install this bad boy!
