I have a 2001 summer special edition IMac w/ a 700MGz processor. what is the most recent operating system that i can run on it efectively?

Tiger (10.4). Just make sure you get some more RAM and you will be fine.

I would say get Panther, it doesn't require much RAM or a DVD-Drive.
