OS 10.4 - Completely uninstalling

How do you completely remove a program in tiger?

I know you can drag it in the bin, but where does it save serial keys etc?
I remember seeing a folder somewhere (in the user files i think) that saves key files. Can anyone tell me where this is or any other files?

It really depends on the program in question. Some store it in ~/Library/Preferences, some will create a hidden file in a variety of locations. Some just modify a file in it's own package contents.
