SOMETIMES PC does not recogise Mac on network

Hi,

I am quite certain I have my sharing settings correct. Shown in pictures below.

Sometimes when I go on 'My Computer' then 'Network' on my PC, I cannot see my Mac. Sometimes it works, sometimes it doesn't.

I restart my PC/Mac. I checked the settings. When it works or when it does not, it is really random. I cannot find an explanation for it.

But I can always find my PC with my Mac by going into 'Connect to Servers'. Is this the Mac's or PC's fault?
