It keeps attempting to access the internet and is blocked by Norton firewall.

There are lots of discussions on this issue in Norton's forums, including this one.

You may want to follow up with them as it seems to be linked with Application Blocking.

Hang on to those original install discs like grim death! Using OS X.7 or later make a bootable USB thumb drive before running Installer!

True, but believe it or not many universities and companies require Norton on the privately-owned systems that connect to their networks, regardless of OS.
