Help with automator

I'm trying to get automator to execute a shell command when the contents of a file changes.

It looks like I should be able to do this with a folder action, but I just can't get it to work.

Part of what's confusing me is that there doesn't seem to be a 'list of activated rules' or anything - when I restart automator it just prompts me to create a file or look for an existing one...?
