Library Folder is GONE

I have no idea when or how (though it was probably by my hand). I cannot find my library folder and I need too for some operations I'm trying to run.

I troubleshot the issue and as a result I re-installed my OS:

Processor 2.3 GHz Intel Core i5
Memory 6 GB 1333 MHz DDR3
Graphics Intel HD Graphics 3000 384 MB
Serial Number C17GC6LMDRJ7
Software Mac OS X Lion 10.7.5 (11G63)

This did not fix the issue.

I went into the terminal and entered: -chflags nohidden ~/Library

This did not fix the issue.

I have gone to "Go" in the finder and Library is NOT listed nor does the ALT trick work.

So after re-installing the OS my Library is STILL missing. Any tips that I haven't already tried? The terminal method does not work, the "Go" method does not work, and the OS re-install does not work.

Mac Specs: 27" iMac i5, 3.2 GHz, iPad 3, iPhone 5c, iPhone 4, 3 iPods, OS X 10.9.2

chscag is offline
The correct terminal command is:

chflags nohidden ~/Library/

It has to be there as you can not remove it.
