How do I obtain modutil?

OS is Lion 10.7.5 'find' didn't find a 'modutil' anywhere in the filesystem, and I'm not familiar enough with OS X to know about how it manages packages. How do I find and install nss-tools?

The nss-tools are available here. It's distributed as source so you'll have to build it. Take a look at the included README file.
