OS 10.4 - User limits

I have a family member who likes to visit and always turns off my computer say it uses to much power to leave it asleep all the time. i have tried making another account but cant figure out how to block a user from shutting down the computer.

i have my user password protected (i am also the admin). my girlfriends got her own account and if she tries to shut down it asks for my users username and password, without it there is no shutting down just a big screen sayin' 'ha! you cant shut down!!!'
