Bundle PlistBuddy as app

Currently, when I open a .plist file from finder, Xcode start and then opens the .plist in PlistBuddy. I want to bundle /usr/libexec/PlistBuddy or /usr/sbin/PlistBuddy as an app, so that I can change the file association.
What's the best way to do this? What is any way to do this?
Supplementary question. I assume that the some PlistBuddy executable is invoked for both the command line and gui. Can I invoke the gui from a terminal?
