The built in camera does not "turn on" when you open iPhoto. You will, however, get the camera to turn on when you open "Photo Booth". Or, are you confusing iPhoto with Photo Booth?

Or perhaps you're referring to your camera, not the built in camera in your iMac? Your question was not very clear.

That's OK, easy to confuse them. Let's try this: Shut down your iMac and pull the plug from the AC power outlet. Let it sit that way for about 10 minutes. Plug it back in and boot the machine. Let's see if the iSight camera will turn on when you open Photo Booth. The above process resets the System Management Controller on the iMac. That controls certain hardware functions including the iSight camera. Post back and let us know.

Do you have your original Snow Leopard install DVD set? If you have them on hand run the Apple Hardware Test and let's see what it says. Here is a LINK to show you how.

Try following these steps as given in the Apple KB article on how to trouble shoot the iSight Camera. LINK If you still can't resolve the problem and the machine is covered under warranty or extended Apple care, take it on to Apple.
