Icons locked on desktop????

For some reason all of my icons are locked on my desktop. Even when I go to View>Sort By> None they stay locked. I didn't go and adjust anything that would change this. Even if I put a CD with photos on it in my computer, I can't even drag anything off of it onto my desktop. I have to Copy and Paste it. I can't even drag a file from one folder to another folder. Not sure what the deal is. Any help would be appreciated.

Also if I go to View>Sort By> and choose any of the other options besides "none" such as "Name", "Kind" etc. it arranges the icons like it's supposed to. But even with none selected I still can't move them.
