XCode - Allow multiple windows

Hi! This is my first post on Mac-Forums.com.

Anyway, how can I allow multiple windows (with the exact same contents) to be opened?
For example, how can I make it so in the WebView, when they click "Open Link in New Window", it will open that link in a new window.

Also, how can I get multiple tabs to be opened like a web browser, so they have one tab, they click "New Tab", then poof, a second tab, and they can close that tab?
