Setting Safari to mute sound from all websites as default?

Is there a way to have Safari default to no sound output?

I use my Mac as a Plex server and client, as well as a general purpose computer. With so many websites insisting on playing videos as soon as you go to them, it garbles the audio from Plex when these videos start playing.

Can I mute Safari globally?
