I was wondering if I made a system back up using Time Machine in Snow Leopard will it work to restore my Snow Leopard files in Lion?

Yes, Lion can restore your files from a Snow Leopard Time Machine backup.

Nope, only data. You'd have to clone the drive if you want to restore the OS as well.
