Webpages won't load only on 2nd account

I created an administrator's account and a managed account on my daughter's Macbook Air (OS X 10.7.3) so that I could set up parental controls. My account works just fine, but webpages will only load on the managed account occasionally. Usually, nothing loads except her school's web page. Every once in a while, all pages load. This occurs whether or not parental controls are activated. Suggestions? Similar experiences? Help!
