Help with Powerbook 4 A1104

I recently bought a Powerbook G4 A1104 12 " Aluminum case from a government auction online. When I did receive, I found myself unable to turn it on for it shows me a gray screen with " ? " in the middle of the screen at start up.
I thought it might need the operating system, but I'm not sure.
What should I do in this case?

Yes, it either has no operating system, or even no hard disk

That G4 would run OSX tiger, or OSX 10.5 Leopard, but check the disk first

Sounds like no OS installed. (The ? means bootable Volume not found)
You can run up to Leopard 10.5. Best source is eBay.
