Weird flavor of "ipod cannot be synced error 13019"

I Googled this problem a lot, but haven't found anything to help my particular situation.
This is with an iPod nano, 5th generation. I did:
- Restart the computer
- Reset the iPod
- iTunes is the latest
I have not Restored yet, as I hope to avoid reloading 16GB (yes, I do have backups).
My difference is, I have no voice memos and don't even see an option for that.
AND, I do not sync, I manually manage music. This kills various sync-related fixes.
Any bright ideas?
