I have a mac book pro that has had the hard drive and logic board repaced. I am trying to restore all of my info from time machine. It will not work either from time machine or migration assistant. Seems to be permission errors

You need to do a reintall, ideally without creating a User account (at least not with a User account with the identical name to your old one) and do the restore at the end of the OS install
