Where are you trying to create the folder?

Are you an admin user?

Repeating: WHERE are you trying to save this new folder? What *location on the hard drive* (or IOW inside what existing folder)?

You only have write privileges to your home folder and a few folders outside of it (such as /tmp) that you should avoid using. The permissions were designed this way to add a level of security to the OS (thank you Unix heritage). In layman's terms, you should be saving files to your user directory and there only.
