mouse and keyboard donīt work

Mac Specs: Mac desctop 3G OS. 10.11

My mac 10.4.11 donīt listen to the keyboard and the mouse.
I cleaned up my mac with a cleaning program and now some files, for running
the not running hardware, are in the dustbin.
How can I acces my mac to replace those files?
With the repair or startupdisc donīt work, I cant hold down the c key.

What keyboard and mouse are you using? Are they Bluetooth or USB?

Please tell us the name of the cleaning program and fingers crossed you did not splurge on MacKeeper or CleanMyMac!

Hang on to those original install discs like grim death! Using OS X.7 or later make a bootable USB thumb drive before running Installer!

Itś a usb mouse and board
And the missing file`s are in the bin
if I only can get to the bin, with an other mac connected to mine?, and reinstall them.
I don`t know the cleaning program I have used.
