OS 10.4 - Custom Icons and Colors

I am wondering if I can get any program that will let me change the icons and colors on my portable.
I am brand new mac users.
the other day I saw a mac screen with icons and colors that until this moment i am unable to found on my system
Please let me know

ime not sure about the colors but if you download the icons you want you can then right click on them to get info, then high light the icon at the top of this window and control c to coppy it. then get info on the icon you want to change, again highlight the icon at the top but this time hit conro v to paste the new icon, bobs your uncle youve got a new icon
