Attachments in body of email

When using mac mail and attaching a file, the contents of the file show up in the body of my outgoing email. How do I get this to stop? I tired changing from rich text to plain text, but this did not fix it.

Unfortunately I have not found a way to make this persitent, I have to change it to "View as an Icon" often.
