Have you a device that you want to sync with it?
The way it worked for me was that I upgraded to iOS5 on my iPhone and then it started to populate iCloud settings into iTunes when I connected my phone.

I just found this, the absence of your iCloud icon is strange.

Is iCloud available in Sweden or Norway yet? Those are just my guesses based on the screen shot - I apologize in advance for being wrong.

Read what Staff member Brian replied. iCloud is not yet available in your location. You can inquire of your local Apple support and ask when it will (if ever) be available.

Then definitely give Apple support (in Belgium) a call and see what they say.
