disable pop up windows

please tell me how to disable the 'educational' pop up windows
am using 10.6.8 on bookpro

What pop-up windows are you referring to specifically? Maybe take a screenshot (CMD+SHIFT+3) of one and post it here so we know what you mean.

the pop up windows that appear when you point at smthg with the cursor

Those are called tooltips and they are a feature of the OS available to individual app developers to include in their apps and as such they can provide a preference option to disable it..but short of that, there isn't as far as I know a global way of silencing this feature..

If it's annoying you that much, you'd probably want to learn to avoid hovering over anything for the number of seconds it takes for these tooltips to show up..
