/usr/local/bin on mac mini LionI come from a linux background. I am used to using /usr/local/bin for applications
compiled on the machine or for shell scripts.
I note that /usr/local/bin is in my env path, but it doesn't exist. Would there
be any issues if I were to create it?

You can create it and add it to your profile path. I have many little sub directories...
MacGyver:/usr/local <username>$ ls
bin clamXav include lib sbin share
Or, you can use /usr/bin
MacGyver:/usr dcram$ ls
X11 bin include libexec local share
X11R6 etc lib llvm-gcc-4.2 sbin standaloneNever judge a man, untill you have walked a mile in his shoes...
That way you'll be a mile away from him, and you'll have his shoes.
