Is Core Image the new feature on MacOS X Tiger? Or both Core Image and Quartz Extreme? Does Quartz Extreme exist on older version of the MacOS X?

Quartz Extreme existed before Tiger. It needed an AGP 2x card with 16MB of VRAM.I think it was introduced with Jaguar (10.2), but am not too sure.

Quartz 2D Extreme is an enhancement of Quartz Extreme, and was introduced with Tiger. Just like Core Image, it needs at least a nVidia Geforce FX 5200 or an ATI Radeon 9600.

Just search Apple's site about Quartz, and you'll find all information you need.

My iBook's ATi 9550 supports both Core Image and Quart 2D Extreme, but the 9550 really is a downclocked version of 9600.

Exactly.
The core of the 9550 is still a 9600 core, which is why it supports Core Image and Quartz 2D Extreme.
