Finder is not a full-screen app.

Buy a Windows machine?

The Mac has never been a use-all-apps-fullscreen environment.

Full screen app support is a feature that developers have to implement - it is not automatically inherited by each app. If the app doesn't have the full screen icon in the top right hand corner, the developer hasn't implemented it as a feature.
