Can I delete Mac OSX partition for reinstall OSX again
I have a MacBook running Bootcamp+ Mac OSX and Windows, however, Mac OSX cannot boot recently, I was trying boot from CD-rom and using OSX install disk to reinstall Machintosh HD, but it shows

"You cannot install Mac OS X on this volume.
An error was encountered while running the VolumeCheck tool for Mac OS X"

At this stage, I would like to delete partition from Machintosh HD, will it affect Windows HD?

It sounds like you're trying to reinstall Mac OS X using the wrong disk for your computer. You will need the original install DVD that came with your MacBook or a retail version of the same.
