file permissions when saving

I have been trying to get my mac to save files with file permissions set to
owner-read/write staff read/write public read/write. But when every I run a program that creates files it saves them as owner read/write evryone else read only. It is a real problem with epub files.
I have changed file sharing in sys prefs to allow sharing and read/write for everyone.

what next?

Oh yes this is on snow leopard.

Thos is very Very Frustrating. I turned firewall off file sharing on all users set to read and write. there is actually only one user. Made and epub file with all files set to read/write the epub created is read/write for owner all others read only. opened the archive set all files and folders to read/write re-zipped. The @#%&!!#@ zip file is read/write owner, read only all others. Help.
