My mini Mac (2005) has OS X 10.3.9. Any reasons why it will not update to 10.5?

The only reason would be if you didn't want to pay $100-$125 for the 10.5 install disk.

You can only have sub-updates of the current version of OS X you are running. For example:

Free updates are only available as far as 10.x.y, where only y changes, not x.
