Welcome to Mac Forums, and congratulations on your new purchase.
Beginners questions are very welcome here.
Home Folder (user folder)/Pictures/Photo Booth

May I suggest that you have a look at Apple - Find Out How - Mac Basics

Also, if you could add your Mac model and specs to the info of your Mac Forums profile, that would be great. This way, if you have specific questions in the future, it helps give you informed answers.

Thank you. I'll be sure to add my mac specs too.

Is there any way to recover deleted files if I delete them from that folder, then empty the trash?

I will be sharing this computer with multiple people so want to be sure my files are completely removed when finished

Once you delete items, and empty the trash, they are gone.
If you are sharing your computer with others, I highly recommend setting up individual user accounts for them, or guest accounts.
This way, as admin user, you have full control, and they need to log into their own accounts with their own passwords, and have no access to your accounts!
