I do not have tiger but i was wondering if upgrading to tiger would actually improve performance on my computer. i don't care too much for the widgets or the search but i was told it runs faster than my current version of os x (which is up to date but not tiger of course)

yes. it does.. when i installed 10.4.2 it was way faster! you should get it

On my iBook 1Ghz 10.4. felt slower, 10.4.2 feels just as snappy as Panther, but not really much faster.
