When I try to send a large file (~1MB or bigger), the email starts to go then slowly stops sending. The mail activity window shows the speed slowly descending until it gets to zero and eventually times out. I've verified no problems with my ISP provider. Smaller files get through before it times out, and I can receive files.

G'day and welcome to the forums.

Always helps if you tell us what computer, processor speed, operating system etc you are using, but for starters assuming Snow Leopard or Leopard, go to System preferences > Netowrk > Advanced > DNS and ensure primary and secondary addresses are recorded.

If you do not have them your ISP can supply these. Hit the little + button to enter.
