I have chosen which background I would like to use for my system admin account. Is there away for me to copy that background over to all users so they will have it as well. I would also like to make it so they can not change their backgrounds as well. Please help. Thanks so much

Hello,
You would have to copy the desktop picture to some folder which all users can access, like Macintosh HD/Library/Desktop\ Pictures

However I'm afraid it is impossible to lock the desktop for other users.
All you could do is restrict access to the System Preferences application with Parental Controls, but then they could still change it by right clicking on an image and choosing "Set Desktop Picture"

Isn't part of the point of having other user accounts so that those users can customize their workspace as they like?

Yeah... unless you don't want certain things changed for certain reasons.
