Can't use scroll tool in Preview

Mac Specs: G5 1.8GHz, 3GB RAM; Macbook Air

In Preview (version 3.0.1), I can't use the scroll tool in any picture I open. It's grayed out in the Tools menu, and nothing happens when I press command-3. It works when I press and hold the spacebar, but it goes back to the select tool when I let go. How do I use the scroll tool?
