Finder jumping

I'm not sure whats happening but for some reason all my browsers, finder, mail etc...all scroll up and down rapidly out of control when I put my mouse over the page and then stops when I take my mouse off the main pane? I have changed mice, rebooted etc. Any ideas?

Mac Specs: Mac Mini Core 2 Duo

toMACsh is offline
Check out System Preferences > Keyboard and Mouse > Mouse and then > Options...

I wonder if some of those settings are causing that.
