Safari and Security Upgrade

My Mac (running OSX 10.4.11) says it cannot connect to the ITunes Store because my Safari browser (Version 3.0.4 (523.12)) is out of date. I have tried installing Safari4.0.4Tiger but that won't install until I've downloaded an up to date Security Upgrade. This I have done - Security Upgrade 2009-002 Intel - and installed it, but still the new Safari won't load. It still says I need the latest security upgrade. How can I connect to the iTunes Store?
