If I install something to my macintosh HD>applications and then delete the folder, does that effectively delete the entire application? Or, are there other steps I need to take?

It sure should! Only other steps you might wanna take is User > Library > Preferences and find and delete the apps plists

I also search in the finder search bar under the name of the application to check it's cleared all the little bits and bobs they often hide elsewhere.
