For those of you interested in a somewhat technical review of the changes in Tiger I would reccomend the excellent article on Arstechnica. http://arstechnica.com/reviews/os/macosx-10.4.ars

For those not wanting to read all 21(!!!) pages I would reccomend the following highlights.

Pages 13-14 cover the evolution of Quartz and what it means in Tiger in a comprehensible manner. That is a first for this subject.
Page 15 covers Core Image and explains what it is and is not.
and page 19 talks about the performance improvements.

The whole article is worth reading but expect to be at it for a while if you want to go through the whole thing.
