OS 10.5 - No Crash Reporter

Hi I am really confused about the crash reporter, I cannot find the app anywhere,

I have gone to the /System/Library/CoreServices/ and looked but its not there
the crash reporter prefs app is there but not crash reporter.app itself.

Also when I looked for the crash reports in the /Library/Logs/CrashReporter folder it is empty even though at the moment my system is hanging frequently and I would like to work out why

I've got OSX 10.5.8

Could someone just send me the .app? or maybe clear up the mystery as to why it isn't in the directory it should be.
