Hello Gurus,

I want to configure File Sharing for Windows on my MAC OS(10.5) from Command Line. I want to add folders and give access permissions and enable the sharing on MAC.

Is this possible?

Mac Specs: 2012 13" MBP (2.5 i5, 8GB)

You should get comfortable with Samba as this is probably your best bet. Here is the man page for Samba but as it says there, you are probably going to have to read the man pages for each component you use.
