OS 10.3 - Adobe Flash with OSX 10.3.9

Please forgive the simplicity of my question - but new to Mac and still getting things figured out. I have an older G4 with OS X 10.3.9 installed. My problem centers around the limited availability of apps for this version of OS. Particularly of concern is that I can't seem to find a version of Flash that's updated enough to work on the web. Flash 9 installs fine, but when visiting many sites, I receive and error that my Flash isn't up to date (which is true). But I can't install Flash 10 since it's not compatible with 10.3.9.

Anyone else run into this problem? And a work around?
