OS 10.4 - Unerase utility

I am using Mac OS X 10.4.11. Does this operating system come with an unerase utility? There is something called restore in the disk utility, but I don't know if that is an unerase utility or a system restore utility.

If u move something to the Trash then you can open the Trash and drag it back out. Once you empty the Trash it is essentially - Gone.

Command Z also undoes most actions and only the latest action.
