OS 10.5 - download linked file and save linked file

Hi,

when I right click on the link page2.htm on the webpage HTML Getting Started
, "download linked file" appears on the right-click menu.
Yet when I right click on the link page1.htm on the same webpage, "save linked file" appears on the right-click menu.
1) Are those 2 completely the same thing?
2) If no what is the difference?
3) Does the guy who put those links decide which one is going to appear on my menu?
