OS 10.5 - how to make an PNG file an icon

Alright I'm stumped. I have all these PNG files i got to use for dock icons and I can't figure out how to make them work? They just make the icons a "PNG" icon. please help. thanks

I have photoshop. is there a plug in that i could use or something? I can't find one anywhere.

While bobtomay's solution will probably work (not a PS user), you can use img2icns which is incredibly easy to use. Simply drag your icon over the app and it can export, among other things, an icns.
