OS 10.4 - not enough free space

when coping photo files to cd or flash drive i get a cannot be copied because there is not enough free space message. i know there is plenty of space please help

Mac Specs: 27" iMac i5, 3.2 GHz, iPad 3, iPhone 5c, 3 iPods, OS X Mavericks

How large are the photo files? If your flash drive is formatted to FAT, there is a file size limitation of ~4 GB. And a CD can only hold around 700 MB.
