OS 10.4 - Trouble installing combo update 10.4.11 on a PowerPC

We're trying to update my parents G4. Recently updated to 10.4.3 and are trying to install to 10.4.11 combo update to get the latest version of Safari. During the install it says there is not enough disk space although there is over 37GB of space available. Is there something that needs to be changed before trying the install? If so, who can help?
